Dr. Starnes is a pediatric cardiologist with research interests focused on (1) improved pulse oximeter performance across patient populations, (2) policy analysis of pulse oximetry screening for congenital heart disease, and (3) global child health. His work has helped characterize the effect of skin tone on the performance of optical medical devices, including pulse oximetry and near-infrared spectroscopy (NIRS), and has been published in leading journals, including The New England Journal of Medicine and Anesthesiology. He also has ongoing global health projects in Kenya and Jordan. The overall mission of his research is to improve the care of children with heart disease globally through improved pulse oximetry and heart disease screening.
